Sindh Fixed Job Quota for Eunuchs

Sindh will be the first province where eunuchs will be allowed to do Government jobs.

Taking an important historic step, the Sindh Assembly unanimously passed a law allocating a 0.5% quota for eunuchs in all government departments of the province.

According to Dawn, Sindh Parliamentary Affairs Minister Mukesh Kumar Chawla, while presenting the Sindh Civil Servants (Amendment) Bill 2021 in the House, said that after the implementation of this law, Sindh will be the first province where eunuchs will be allowed to do Government jobs.

Speaking in the Provincial Assembly, Mukesh Kumar Chawla further said that this step and initiative is just the beginning under which only 0.5% quota of jobs has been allotted for transgender people, we will ensure that it Quotas should be enforced not only in government departments but also in private institutions.

Explaining the aims and objectives of the bill, it said, “Eunuchs are a downtrodden, neglected and vulnerable section of our society. The history of the transgender community in Pakistan includes violent incidents, and non-participation in social and political.

The bill further states that for all the above reasons, the purpose of the bill is to empower such weak and downtrodden citizens and bring them into the mainstream of society. It has been decided to allocate a 0.5% quota and therefore it is useful to amend the Sindh Civil Servants Act, 1973.

The provincial minister for parliamentary affairs said the Sindh government had already set a 5% quota for minorities and special persons.

According to the 2017 census data, there are a total of 10,418 eunuchs in the country.

According to the census, Sindh has the second largest population of eunuchs with 2,527 or 24% of the total population, while Punjab has 64.4% of the country’s transgender population or 6,709. Punjab ranks first with a registered transgender population.

On the other hand, the human rights group Charity Trans Action Pakistan estimates that there are at least 500,000 eunuchs across the country.
